So if you are not the resident of EU and you want to buy used truck in Germany, then German truck dealer may refund 19% of the invoice value after you export the truck out of EU. On the EU border you will get stamp on export declaration, it will be used as proof that you have exported the vehicle and thus, it is base condition to ask for 19% refund. Anyway, all these things should best be discussed with the seller BEFORE buying the truck.
If you cannot present to truck dealer export declaration stamped by customs, the dealer will have to pay VAT to the state itself and thus, no refund for you. BY this reason in majority of cases truck dealers charge price with VAT and refund it only after presentation of declaration with customs stamp.
